What has actually changed since the notification
Seventeen years have passed since these 22 villages were notified. This page lines up the 2009 record against the newest record for each thing, and says plainly where no comparison is possible.

The uncomfortable finding
Seventeen years separate the notification from today. Across every village-level record this site could obtain, the amount of measurable change is very small.
The clearest example is health. In 2009 the census found Primary Health Centres in two of the 22 villages. In 2018 the Gujarat state list named Primary Health Centres at Bhadiyad, Dholera, Pipli. Two of those are the same villages. Nine years apart, the same two buildings.
This is not an argument that nothing has been built in the Dholera region. A great deal has, and the trunk roads, the water treatment plant and the operations centre are all documented at region level. It is an argument about a specific gap: the household-level record was never taken again, so nobody can honestly tell you whether a family in Gorasu is better served in 2026 than in 2009.

What this table cannot tell you It cannot show change that nobody recorded. Most of what has visibly happened in this region since 2009 is trunk infrastructure, and trunk infrastructure is reported at region level, not village by village. So this table is a comparison of records, not a survey of the ground.
What would settle it
- A village-level services survey published after 2009 by any state department.
- A UDISE+ extract for Dholera block with class ranges and enrolment, which exists but is behind a challenge test that has to be solved by a human.
- A restated Primary Health Centre or sub-centre list with staffing, later than 2018.
- A water department statement on connections in the notified villages.
